Implement 'Bump' feature to increment grade levels in caseload

Implement the feature that:

• update school year dates to next year
• increments the grade numbers of all students in the caseload
• removes any primary classroom teachers
• removes any student-specific availability entries
• graduates (removes) all 12th graders

This function is done at the beginning of a school year when updating last year's data for this year.
